That and, the general peace kind of screws with your other events. It's basically Germany, Italy, and Spain taking what they want from France. What you're actually doing is setting up a Second Treaty of Versailles, only this one is punishing France instead of Germany. The option most likely to get Spain in the Axis is actually the one where you call for a general peace treaty. Said volunteers were part of an actual division, known as Azul, that Spain loaned to Germany for their fight against the Soviets. What it gets you is a free division made up of Spanish volunteers. As it implies, asking for volunteers doesn't get an alliance. If France still existed under the Vichy regime, offering them Morocco has a 50/50 shot of getting them to join the Axis.
